Riot and Fade-Out are two vigilantes/serial killers who hunt down and kill meta-powered gang members in their home known as MAD City. This is set later in their lives as Fade-Out is captured by the police, forcing RIOT to break her out.

Not much, if anything, is known about this lumbering giant, other than the fact that he's completely insane. Allegedly responsible for the fall of The Four Bosses of Mad City, numerous tales and stories have been spreading throughout the street with regards to his origins. Most dont dispute the fact that he was targeted and possibly killed on a night out with the love of his life by one of, if not all, the four bosses.

After that it becomes a crapshoot.

Most will say he is in fact the undead. Risen from the grave to enact revenge on all Meta Humans. Others will claim that he never infact died, but was mearly a Meta himself who went crazy from the trauma after waking up in a hospital bed some years later.

Regardless of what his true origin may be, Riot is a very real threat to any and all Meta-Bangers in the city. He absorbs damage like a sponge, and cannot be killed. He is a walking force of nature, breaking bones and ripping apart-sometimes limb from limb-any metas he comes across and he shows no sign of remorse or even the slightest care for those he attacks. His preferred weapon(s) of choice are a pair of twin axes but Riot has no problem using whatever is available, especially his own two hands.

While he wont target "innocents" (RE:Non-Metas) or the Police, make no mistake:

If you find yourself in his sights, you're dead. Period.

In this story, Riot finds himself witnessing a successfully executed sting operation by the MCPD on his partner: Fade-Out. She is cornered and taken in to custody, forcing him to storm the station in an attempt to free her.

Gwen Wu was, at one time, a local DJ who was better known as DJ Fade-Out.

She was also the little sister to the local triad boss, and the daughter to one of the smartest people in the entire world, a man who made his living creating things for the government. Then everything went to hell, for not just her, but the entire city at large. Her father found himself on the wrong end of an attack by psionically powered meta-humans who broke into their home and tortured him until he became a mental vegetable.

When the metas began banding together, they set their sights on the turf controlled by the various normal gangs and factions throughout the city, including the triads. Her brother was gunned down as a consequence of this, when his own people betrayed him, hoping to get in on the ground floor of this "revolution". Gwen shut down, grew cold, distant, whoever she used to be, everything she was, everything she loved, was gone. Dead. To her, the only sane response was to just shut everything down. To go away.

She spent two years in self imposed "exile", that is until a man called RIOT appeared on the scene, doing what she only wishe she could do: Fight back. When her family died, the only thing she had left were her brothers personal cache of weapons, and her fathers last creation: a tactical combat body suit. With nothing left to lose, and hate in her heart, she uses these things to stalk the street alongside Riot, killing any bangers she comes across.

After another bloody outing, she finds herself cornered and captured by the MCPD in a surprise raid.

Noodles is a low-level thug with the ability to phase through solid objects, though its not something he does often as its hard on his body (or so he claims). He likes to use this power to phsade into the homes of young women and, most likely, rape them.

Apparently, he was once a apart of a small crew who ran afoul of Riot and Fade-Out resulting in their deaths, except for him. They offered him a deal: He lives in exchange for a favor, which can be anything and can be used at anytime.

He agreed.

Riot cashes in this favor when Fade-Out finds herself in police custody.

One thing is certain, Mad City has always been a hotbed for gang activity and warfare.

So much so that standard issue for the entire force is modified riot gear and assault shotguns. With the rise of meta gangs, they've been given even more tools to help them in the battle for the streets, such as power dampeners, special unbreakable cuffs and much much more depending on the situation.

Needless to say, being a cop in Mad City isnt easy and is very much a thankless job. While most on the force have no problem with the methods of Riot and Fade-Out (if they believe they exist at all), others-namely the top brass-find them to be counter productive and see them as doing much more harm then good.

As such they've been trying to capture them for months now, and are overjoyed that they finally have succeeded. Even if its just one of them.
